Doug Downer - Founder and President
Doug has long been intrigued by finance and how to make financial futures brighter for others. With that in mind, Mr. Downer founded Sundowner Capital Management in his hometown of Bend, Oregon.
By focusing on his clients’ financial goals, while applying disciplined money management strategies, Sundowner has grown to include clients throughout the Western United States.
Prior to founding Sundowner, Mr. Downer worked for Waycross Investment Management in Bellingham, Washington for four years, providing investment advisory services to corporations, high net worth individuals, endowments, pension funds, and non-profit organizations.
Previously, Mr. Downer was with Shearson Lehman Brothers, first training on Wall Street, then managing individual and corporate investment portfolios, providing asset allocation advice, trading strategies and diversifying portfolios through mutual funds. Prior to Shearson, Mr. Downer held banking and investment positions with First Interstate Bank in Seattle, Washington and U.S. Bank in Portland, Oregon.
Mr. Downer has served on several regional non-profit boards, including Cascade Health Community Board of Directors, Central Oregon Community College Foundation Board, St. Charles Medical Center Foundation Board, and the Greater Bend Rotary Board.
Mr. Downer is a graduate of the University of Portland with a Bachelor’s in Business Administration. He also holds a Masters in Business Administration from Seattle Pacific University.

Financial Goal Identification
Together with the client, Sundowner creates a financial needs assessment, identifies goals and tolerance for market risk. Then we’ll develop your portfolio with the right mix of stocks, mutual funds and, in many cases, bonds.
Active Portfolio Management
With Sundowner, you’re not just an account number. Each day your holdings are monitored to ensure your financial goals are on track:
- Ongoing research and analysis on individual stocks, bonds and mutual funds
- Constant monitoring of portfolio performance, holdings and balances
Communication with our clients is key to our mutual success. With portfolio management by Sundowner you’ll get:
- At least twice yearly, face-to-face meetings to review objectives, portfolio performance, holdings, activity and asset allocation
- Written quarterly reports detailing portfolio activity and performance
- Ongoing communication via phone and email
- Reports provided to estate planning attorneys, accountants, and/or others upon request
As a client of Sundowner, you’ll authorize us to direct the sale and purchase on your behalf that are held at the brokerage firm, bank or trust company of your choice. Sundowner then manages your money based on the goals initially identified. You retain the sole authority to deposit or disperse funds.
Sundowner operates on a Fee-Only basis with a maximum fee of 1% of assets under management annually and requiring a minimum of $500,000 under management per client relationship.
We do not sell products like insurance, annuities, or mutual funds in which the firm would have a financial interest.

Our Process of Selecting Stocks
When it comes to buying or selling stocks, Sundowner does not attempt to time the market, or simply purchase the glamour stock of the week. We methodically apply a disciplined selection and retention strategy to each stock.
That’s how we’re able to create a customized equity portfolio designed with your best interest at heart.
Sundowner analyzes a stock’s recent price change compared to the market as a whole. A review of Value Line timeliness, safety and technical ratings, industry group relative price performance and earnings performance compared to Wall Street projections is also conducted.
Finally, we evaluate recent news about a company or industry, the financial strength of a company and the dividend yield of a stock.
A number of other strategies guide Sundowner’s stock investment decisions, including:
- Avoiding concentration in any one industry
- Periodically selling a portion of a well-performing stock
- Weighing each new stock equally
Maintaining fully-invested portfolios
Sundowner only purchases high quality, investment grade intermediate term bonds for our clients. Portfolios may include corporate bonds, treasury securities and government agency bonds.
Municipal bonds may also be purchased for taxable portfolios when after-tax rates of return will be higher than can be achieved with high-grade taxable bonds. We do not consider junk bonds.
